Melton Park is an award winning residential development created in the buildings and grounds of the former St Audry’s Hospital near Melton in Suffolk.

The Melton Park Management Company Ltd is the legal entity through which the residents of the Park share ownership and the management of the open spaces around their homes which were built within the old St Audry’s Hospital site.  This includes the ancient woodland of Hospital Grove.

 

Background

Melton Park is an award winning residential development created in the buildings and grounds of the former St Audry’s Hospital, which closed in the 1990s.  The site was purchased and developed between about 1998 and 2009 by Hopkins Homes Ltd, although the modification of some of the listed buildings was undertaken by East Anglian Contractors Ltd. Melton Park House is now the HQ of Hopkins Homes.

Large areas of the original park, most of the un-adopted roads, cycle paths, foot paths, play areas, lawns, gardens, and the ancient woodland of Hospital Grove, have not been transferred into individual ownership. Instead Hopkins Homes set up the Melton Park Management Company Ltd to own and maintain the common areas for the benefit of all the residents of the development. These areas are collectively termed the “Landscaped Open Spaces”.

Whilst the Melton Park Management Company Ltd was originally set up and operated by Hopkins Homes, since 2009 it has been fully managed by volunteers among the residents of Melton Park.  Hopkins Homes surrendered its founder’s votes and now has a vote only in respect of the 13 properties which it retains.

MPMCL is a private company limited by guarantee and has no share capital.  It is registered in England, as Company no. 03488251.

There are no owned premises of MPMCL, Directors work from, and meet in, their own homes.

Responsibilities

MPMCL purpose is to own and manage the landscaped open spaces of the Melton Park development for the benefit of its residents.  The details are set out in the Articles of Association and in brief in a schedule attached to every Deed of Covenant, but may be informally summarised as follows: 

  • Maintenance of boundary walls, unadopted public roads, footpaths, drains, play areas etc
  • Upkeep of lawns, hedges, shrubs and garden areas
  • Maintenance and upkeep of trees and woods including Hospital Grove
  • Maintenance of street lighting (on un-adopted roads)
  • Employment or contracting services as necessary
  • To insure Directors, employees, contractors and the public as necessary
  • To collect, manage and account for the use of the service charge
  • To ensure the statutory requirements of the Company are met

 

Membership

Each household on the development is a member of the Management Company.

Each property, whether jointly or solely owned, has an equal membership and one vote in the Management Company.

In buying a property on the development new owners are required to apply for membership and to enter into a Deed of Covenant with the Management Company to share in its costs and to uphold the restrictive covenants on the use of the landscaped open spaces.

Having sold a property, the membership of former owners is automatically void.

There are currently 208 members of the Melton Park Management Company Ltd.
